Mall kiosk fit out Dubai: the approval chain comes first
A mall kiosk fit out in Dubai is decided by two things that have nothing to do with joinery: how fast the mall's design review clears your concept, and how much you can finish inside a night works window. Get those right and a 12 sqm counter is a straightforward build. Get them wrong and you pay rent on a unit you cannot open.
Why a kiosk is not a small shop fit out
Small does not mean simple. A kiosk is a fixed footprint with no back of house, so everything a shop hides behind a door has to be solved inside the counter or off site.
Power and data are not yours to design. The mall issues an allocation and a load limit, and your equipment schedule has to fit it. Extraction is often refused outright, which changes the coffee machine and the menu before anyone draws a cabinet. Storage is off site, stock arrives on timed deliveries, and staff get no pantry unless the mall allocates one.
Then the scrutiny. A 9 to 15 sqm kiosk gets the same design review and permit check as a full shop, because the mall worries about the same things: power draw, fire, signage, escape routes and how the unit reads from the concourse. There is simply less room to absorb a mistake.
The approval chain in the right order
The sequence is not flexible. Each step feeds the next.
- Concept submission to the mall's design review: layout, elevations, finishes, lighting and signage detail.
- Mall design approval. This is the gate.
- Authority permit through Dubai Municipality, Trakhees or the Dubai Development Authority, depending on the mall's jurisdiction.
- Mall works NOC, then contractor induction and individual work permits.
A failed review at step one is not a two day slip. The authority application is built on the approved mall drawing set, and the NOC is built on the permit. When the mall asks you to lower the illuminated sign or swap a finish, you resubmit, the calendar moves, and the fabricator, the electrician and the install crew move with it. Operators lose opening dates here, months before anyone lifts a tool. Jurisdiction changes the drawing set too: a mall inside a Trakhees or DDA zone is not the same submission as a Dubai Municipality one. Our guide to commercial fit out permits in Dubai covers the authority layer behind this step.
The rules nobody warns you about
Works happen outside trading hours. That is a condition of the NOC, and it usually comes with a cut-off for noisy work before the mall opens.
Your contractor must be on the mall's approved list, insured with the mall named, and a deposit is lodged before the first delivery. Damage liability sits with you: a scuffed marble edge or a knocked sprinkler head comes off the deposit. Power and data are an allocation, so exceeding the load means changing equipment, not the supply. F&B units get a designated water and waste point, rarely a grease trap of their own. Signage is dictated down to font, size and illumination level.
Building off-site, installing overnight
In a mall you do not get a site. You get a window.
So the work moves to the workshop. We measure the unit, fabricate the carcass and counter in our own joinery shop, pre-assemble it, cut the power and data positions, hang the doors and test the lighting before anything leaves. What arrives at the mall is numbered panels and a fitting sequence.
That is the only realistic way to use a short overnight window. The noisy, dusty, irreversible work happens off site. On site you position, fix, level, connect and clean. Where a unit needs two nights, the first closes base and services, the second finishes glass, trim and signage.

The site was clean when they left. We needed them fast on a running job. They finished the renovation on time. Good work from start to end. Davranbek Tashbayev, 5/5

Programme expectations for a 9 to 15 sqm kiosk
Five blocks: mall design approval, authority permit, fabrication, install, and mall handover inspection. Only one of them is yours to control.
Design approval is set by the mall's review cycle and how many comment rounds your drawings attract. The permit runs on the approved set. Fabrication can run in parallel once dimensions and equipment are fixed, which is why locking the equipment schedule early matters more than locking the finish. Install is measured in nights. Handover depends on the inspection slot and how fast snags close.
Delays come from a concept pack missing signage detail, a finish changed after approval, extraction assumed rather than confirmed, equipment swapped after the permit was issued, and a crew that is not inducted on the night the window opens.
Take a 12 sqm coffee kiosk in a Dubai mall. The concept pack goes in with plan, elevation, signage detail, finish board and equipment schedule. The mall comes back on sign height and one finish, we resubmit, approval clears. The permit application goes in through Dubai Municipality on the approved set and fabrication starts in the workshop that week. The NOC follows the permit, deposit and insurance are lodged, the crew is inducted and work permits are issued. Two install nights: base, services and counter first, then glass, trim, signage and clean-down. The mall inspects, we close the snag list, the unit trades.
Extraction is usually refused, so that kiosk is planned around ventless equipment and a hand-wash point at the mall's water connection. If your unit is F&B, read our notes on fitting out a coffee kiosk or small F&B unit before you fix the menu.

What a fair kiosk fit out quote must itemise
One figure with no breakdown tells you nothing, because half the cost is not construction.
Ask for these separately: joinery scope and finishes by item, covering carcass, counter, back panel, storage and glass. Power and data works mapped to the allocation the mall actually issued. Extraction stated as included, excluded or pending a mall decision. Mall deposits and insurance shown as pass-through with the mall's own charge attached. Night-shift labour priced as shifts. Snagging and the re-inspection visit.
The mistakes that inflate a kiosk job are procedural. Signing a quote before design approval, assuming extraction exists, leaving the deposit out, or hiring a contractor who is not on the mall's list and paying twice for induction and rework. See our completed retail and kiosk projects to judge joinery quality before you shortlist.
We price from the approved drawing set against the mall's design criteria, itemise the pass-throughs, and show anything unconfirmed as an open item rather than burying it in an allowance. Our own workforce of 50+ specialists works under our licence, with a named project manager handling mall NOCs and night permits.
To get a mall kiosk fit out quote, send photos of the unit and the concourse around it, the measured length, width and height to any bulkhead, the mall name and unit number, the tenant handbook or design criteria pack, the power and data allocation if it has been issued, and whether you are selling food or drink. WhatsApp +971 54 494 1092 and you will hear what the mall is likely to challenge before you commit to a lease date.
Frequently asked questions
How long does a mall kiosk fit out take in Dubai?
The build is short. The calendar is set by the mall's design review and the authority permit, and by how many comment rounds your drawings attract. Fabrication can run alongside the permit, so the fastest jobs are the ones where equipment and finishes are locked before submission.
Do I need a permit for a kiosk inside a mall?
Yes, and the route depends on where the mall sits. Dubai Municipality, Trakhees and the Dubai Development Authority each run their own process and drawing requirements. The mall's works NOC comes after the permit, never instead of it.
Can I use my own contractor for a mall kiosk?
Only if the mall approves them. Your contractor needs insurance naming the mall, a deposit, induction and individual work permits. Operators often discover this after appointing someone, which means paying twice.
Is extraction allowed for a coffee kiosk in a mall?
Usually not. Most malls refuse cooking extraction in open concourse positions, so equipment and menu are designed around ventless or low-emission machines. Confirm it with the mall in writing before you buy anything.
What should a kiosk fit out quote include?
Joinery by item, power and data works, extraction status, mall deposits and insurance as pass-through, night-shift labour, snagging and the re-inspection. If a quote is one number with no breakdown, you cannot compare it.
