Commercial fit out Sharjah: permits and delivery
A commercial fit out in Sharjah is an approval job first. SEDD, Sharjah Municipality, Civil Defence and SEWA each check a different part of the unit. A free zone address swaps the building authority. Sequence the checks before the first partition goes up.
Why a Sharjah fit out is not a Dubai fit out with a different address
A mainland shop, office or restaurant needs a SEDD trade licence fit out activity that matches the planned use, then a Sharjah Municipality building permit, then Civil Defence and SEWA. SEWA sits in the power role that DEWA holds in Dubai. The order matters. A general trading licence will not carry a restaurant file.
Read our commercial fit out permit in Dubai guide for comparison only. In Sharjah, the municipality file, Civil Defence submission and SEWA load application are separate conversations with separate reference numbers. Treat them as one queue and you lose time.
Mainland vs free zone: which authority signs your drawings
On mainland Sharjah, Sharjah Municipality is the building permit authority, SEDD controls the trade licence, Civil Defence reviews life safety and SEWA handles power and water.
Inside a free zone, the zone authority signs drawings for its own buildings. SAIF Zone, Hamriyah Free Zone and SPC Free Zone run their own permit desks with different rules on consultant registration, drawing format and inspection. Civil Defence still applies where the use triggers it. SEWA, or the zone utility where that applies, controls the power sanction. Your SEDD licence may not be the relevant licence.
A Sharjah Industrial Area shell with an office pod is not a Dubai warehouse. For racking or loading, keep our warehouse fit out in Dubai guide for the technical comparison, then confirm the Sharjah authority path for the exact address. For other emirates, browse all commercial fit out guides.
The approval sequence that actually works in Sharjah
Concept and SMC drawing approval
Start with a measured survey. The layout shows use, occupancy, escape, toilets, pantry or kitchen, AC positions and shopfront. Your consultant submits to Sharjah Municipality. Incomplete sets come back. A drawing register with revision numbers saves time.
Sharjah Civil Defence approval
Civil Defence looks at fire risk, escape distance, signage, extinguishers, alarm and suppression. For F&B, retail and hospitality, this is not a last paperwork step. A kitchen hood or missing escape route can force a layout change after joinery is ordered. Get the pre-check before the plan is frozen.
SEWA power sanction and fit out NOC
SEWA checks the load, meter and connection. Older buildings may have a supply that cannot carry the new use. The fit out NOC and landlord approval sit alongside this. Do not start demolition on a verbal yes.
Inspection and completion certificate
The authority inspects what was built against what was approved, then issues the completion certificate. Keep approved drawings, material submittals and inspection notes together. A missing record is easier to fix before the ceiling closes.

What Sharjah municipality construction permit fees actually cover
There is no single permit fee. The stack has several billers.
- SEDD: licence issue or amendment if activity, trade name or location changes.
- Sharjah Municipality: building permit review, permit issue, inspection and completion certificate.
- Civil Defence: review and inspection for fire and life safety.
- SEWA: load application, meter or connection work.
- Free zone authority: permit and drawing review inside a zone.
- Consultant: drawings, submissions and NOCs, not a government tariff.
- Landlord: NOC, deposit or building charge under the lease.
- Fit out contractor: construction work, separate from authority fees.
Ask for the fee section in writing with the applicant named. A provisional sum is fair if reconciled with receipts. A single permit charges line with no breakdown is not. The amount depends on size, use, drawing scope, inspections and any SEWA upgrade. I will not print a tariff that pretends a 100 sqm office and a 300 sqm restaurant cost the same to approve.
Landlord NOC and SEWA load: two delays in older Sharjah stock
A landlord NOC surprises mixed-use and industrial buildings. After the lease is signed, the building manager asks for calculations, a method statement, insurance and a deposit. Some restrict working hours or waste removal. In the commercial fit out Sharjah industrial area, older units often have shared yards and low clear heights. Ask for the checklist before you sign.
SEWA load is the second. A restaurant, server room or coffee counter can push the supply past the existing meter. A load upgrade may need a new cable route, plant room change or shutdown. Walk the incoming supply, meter room and AC plant before the quote is fixed.
The site was clean when they left. We needed them fast on a running job. They finished the renovation on time. Good work from start to end. Davranbek, 5/5
That review speaks to what clients judge: a running site and a clean handover. In Sharjah, both depend on the NOC and SEWA checks being closed before the last trades arrive.

Timeline for 100 to 300 sqm: what compresses it
I will not give a week count before I see the unit. A 100 sqm office shell and a 300 sqm restaurant with a kitchen, grease trap and Civil Defence scope do not share a programme. The bands I use are approval, procurement and site, each with a date range after survey.
Approvals, the landlord NOC, the SEWA load answer and long-lead items set the date. Long-lead items include joinery, HVAC equipment, fire systems, kitchen equipment and imported finishes. Client decisions on layout, materials and branding also sit on the critical path.
What compresses a Sharjah job: a complete drawing set before submission, a Civil Defence pre-check before layout freeze, the landlord NOC checklist at lease stage, a SEWA load survey before design freeze, and one decision maker for finishes. Monde runs its own workforce of 50+ specialists under its own licence, with project managers leading the trade sequence. That helps keep a running building clean and split around other tenants. It does not remove authority review.
What a fair quote from a Sharjah fit out contractor lists
A fair quote is a scope document, not a number on WhatsApp. It lists the unit address, area in square metres and current use, the drawing register and revision, demolition, protection and waste removal, partitions, ceilings, flooring, painting and joinery by room, MEP including AC, extract, plumbing and electrical, fire and life safety scope linked to Civil Defence, authority fees with the applicant named, landlord charges, exclusions, provisional sums, variation triggers, payment stages and the site programme.
A Sharjah fit out contractor should tell you which licence activity they hold and which submissions they will make in their name. The same standard applies when you compare a commercial fit out contractor in the UAE. If the answer is vague, the permit file will be vague too.
Send me these for a useful first quote: the building name and unit number, area in square metres, photos of the shopfront, ceiling, floor, meter room and AC plant, your draft layout, the intended use and your existing SEDD or free zone licence. WhatsApp is the fastest way to start, on +971 54 494 1092. A project manager can tell you what is missing before you pay a consultant to draw it.
Frequently asked questions
Do I need to change my SEDD licence before a Sharjah shop fit out?
If the activity, trade name or location changes, yes. The licence activity must match the use. A general trading licence will not carry a restaurant or salon file, and the municipality and Civil Defence submissions use the licensed activity.
Can a Dubai contractor manage a commercial fit out in Sharjah?
A UAE contractor can work in Sharjah if it holds the right activity and can submit through the correct consultant. The permit is Sharjah-specific: SMC, Civil Defence and SEWA on the mainland, or the free zone authority inside a zone. Ask for the licence and previous Sharjah approvals, not only Dubai references.
Who pays Sharjah municipality construction permit fees, tenant or landlord?
The lease decides, but the applicant on the permit usually pays and reclaims under the lease. Split the stack before signing: SEDD, SMC, Civil Defence, SEWA, free zone, consultant and landlord charges. The contractor's fit out price is separate.
What photos and measurements do you need for a fit out quote?
Send the building name and unit number, area in square metres, and photos of the shopfront, ceiling, floor, meter room, AC plant and any existing damage. Add the draft layout, intended use and licence copy. WhatsApp +971 54 494 1092 is the fastest way to start.
